What About California Proposition 19?
Proposition 19 may be important if you are at least age 55 and selling a California principal residence to purchase another principal residence.
According to the California State Board of Equalization, qualifying homeowners may be able to transfer the base-year value of an eligible principal residence to a replacement principal residence anywhere in California, subject to the law’s requirements. The replacement must generally be purchased or newly constructed within two years of the sale, and qualifying age-55 homeowners may use the benefit up to three times. A replacement residence can also have a greater value, although the excess value can affect the transferred taxable value.
This is a base-year-value transfer, not a guarantee that the total property-tax bill on the replacement home will be exactly the same.
Local assessments, bonds, Mello-Roos and other property-specific charges can still matter.

Prop 60 and Prop 90
Longtime California homeowners may remember Propositions 60 and 90.
Those were the prior base-year-value transfer framework. For qualifying transfers occurring under today’s rules, Proposition 19 is now the applicable framework. The California State Board of Equalization identifies Proposition 19 as effective for these transfers beginning April 1, 2021.
Property-specific eligibility should be confirmed with the appropriate county assessor. Tax questions should be discussed with a qualified CPA or tax professional.
Should You Buy in a 55+ Community?
A 55+ community is one housing option, not automatically the right choice because you have reached age 55.
